Cory Ledesma was asked on twitter why Michael Cole is announcing even in the old school arenas, and he responded”As your intellectual WWEGames savior and martyr, allow me to elucidate: JR commentates in Attitude Era mode only. Your welcome” So If you’re looking for a cole-free environment, you’re out of luck!

That means you have to listen to Micheal Cole, even in Raw is War arenas, outside of story mode.

Looks like i'll be turning commentary off when not in Attitude Era mode, again. After I eventually hear most of what they had to say, I turn off commentary in WWE '12 after I started hearing things repeat.

But if I play anything that isn't strictly current era stuff, i'm turning it off. If I can't hear JR and King on Raw Is War, I'd rather not hear anything.

I actually don't mind that as it happens. I rather like the idea of a retro announce team in Attitude mode, and I'll just choose to see Cole's commentary as a later overdub, like they sometimes do on the DVD extras :0)
